National Risk Register

  • Warnings and alerts

The gov.uk publication page says the National Risk Register "is the external version of the National Security Risk Assessment (NSRA), which is the government's assessment of the most serious risks facing the UK". It gives the government's assessment of the likelihood and potential impact of a broad range of risks that may directly affect the UK and its interests. The 2025 edition was published by the Cabinet Office on 16 January 2025.

The register itself says it includes information about 89 risks within nine themes, among them terrorism, natural and environmental hazards, human, animal and plant health, societal risks, and conflict and instability. Risks that meet the threshold for inclusion "would have a substantial impact on the UK's safety, security and/or critical systems at a national level". For each risk it sets out a reasonable worst case scenario, the capabilities needed to respond, and a position on a likelihood and impact matrix. Long-term chronic risks are assessed through a separate process and are not included.

The publication page says the register is aimed at risk and resilience practitioners, including businesses and voluntary and community sector organisations, and points individuals and households to the government's preparedness website instead. The register says it should be read alongside the community risk register for the relevant local area.

In practice

The classified assessment behind it is used by local resilience forums; the public register is what the rest of us can read.
